Santa Maria, Costa del Este or Avenida Balboa: Where Should You Live?
Comparing life in Santa Maria, Costa del Este and Avenida Balboa in Panama City: amenities, privacy, transport, family life and the pace of the city.

Three neighborhoods, three different daily routines
This comparison reflects the author’s qualitative observations. It does not rank the neighborhoods or replace checking a specific address.
| Neighborhood | What the article emphasizes | What to check in person |
|---|---|---|
| Santa Maria | Quiet, greenery and a more enclosed residential environment | Are you comfortable with relying on a car and with the journey to school or work? |
| Costa del Este | Family amenities and the ability to manage everyday needs within one neighborhood | How do home, school, shops and the office actually connect, rather than simply how close they look on a map? |
| Avenida Balboa | City life, the waterfront and walking | Are you comfortable with the building density, traffic and daily urban activity? |
Life in Panama City can be very different from one neighborhood to another, even when they are only a few kilometers apart. In Santa Maria, your morning might begin with a view of the golf course and near silence. In Costa del Este, it might mean the school run, coffee at Town Center and a drive to the office. On Avenida Balboa, it could start with a walk beside the ocean along the Cinta Costera, with city life right outside your door.
All three are prominent residential locations in the capital, but choosing between them should not be a question of which is more prestigious. Each has its own character, everyday advantages and compromises.
Santa Maria: when you want peace and quiet at home
Santa Maria is notably different from much of Panama City. It is a gated residential community built around a golf course, with houses, low-rise and high-rise residential developments, The Santa Maria Hotel, the Country Club and commercial amenities. At its center is the 18-hole Santa Maria Golf Club course, designed by Nicklaus Design. The defining impression is one of space. Instead of dense urban development, there is abundant greenery, and some houses and apartments overlook the golf course. Traffic within the neighborhood is calmer than in the capital’s central districts. This is why Santa Maria often appeals to people who want to live in Panama City without feeling its intensity every time they step outside.
For a family, that can be a major advantage. For someone accustomed to living in the center of a big city, it may be the opposite. You cannot simply walk out and find yourself among dozens of cafés, shops and city streets a few minutes later. Santa Maria remains a place where a car plays an important role. But if privacy, security, greenery and a calm residential environment are your priorities, this drawback may not feel like a problem at all.
Costa del Este: the most versatile option for families
While Santa Maria feels more like a gated residential community, Costa del Este functions almost as a small city within Panama City.
It brings together residential towers and houses, offices, restaurants, shops, schools, sports facilities and private healthcare. Town Center combines shopping, dining, entertainment, medical practices and other services, while Hospital Pacífica Salud Costa del Este is located within the neighborhood itself. This makes a significant difference to daily life. A family does not have to keep traveling into the city center for everyday needs. Many essential services are already in the neighborhood or nearby.
Costa del Este cannot be described as entirely walkable, however. Distances between residential areas, schools, offices and shopping facilities are substantial, so a car remains part of everyday life for most families. The neighborhood’s modern infrastructure makes daily journeys easier, but does not eliminate them. Family life is perhaps the clearest explanation for Costa del Este’s popularity.
If the parents work for an international company, the children attend school nearby and the family needs sports, a restaurant, a supermarket or a doctor in the evening, the neighborhood allows much of that life to happen in one part of the city.
Avenida Balboa: for people who want city life
Avenida Balboa offers an almost opposite experience. It does not feel like an enclosed residential neighborhood. This is one of Panama City’s main avenues, and life unfolds right beneath your windows. On one side are residential towers and the city blocks of Bella Vista, Marbella and neighboring districts. On the other are the bay and the Cinta Costera, used for walking, running, cycling and major city events.
For someone who enjoys setting out on foot, that is a considerable advantage.
Restaurants, cafés, shops and the business district are close by. From the central stretch of Avenida Balboa, it is relatively easy to reach Casco Viejo, Marbella, Obarrio and other central neighborhoods. But urban living also means urban noise.
Before buying or taking a long-term lease here, it is especially important to open the windows and listen to the street on a normal weekday. Traffic on Avenida Balboa is heavy, and the difference between a high-floor apartment with good windows and one closer to the road can be considerable. Even recent neighborhood reviews note both the attractive walking environment and the dense traffic.
For an individual or a couple, this is often a good compromise between modern housing and city life. A family with young children may find it less appealing than Costa del Este or Santa Maria.
Having children can make the choice clearer
For a family, choosing a neighborhood should begin with a typical Monday morning, not an apartment viewing.
Where is the school? How long does the journey take? Where are extracurricular activities held? How do the parents get to work?
Once those questions are answered, some attractive options usually rule themselves out.
Costa del Este is particularly strong for family life because it combines housing, commercial services, education and healthcare. Santa Maria suits families that place greater value on privacy and space and are willing to use a car more often. Avenida Balboa is more often chosen when the parents’ ability to get around the city and live centrally matters more than the feeling of a separate family neighborhood. There is little point in buying a more beautiful apartment if it means planning an awkward journey around it twice a day.

Who would we recommend Santa Maria to?
Santa Maria is worth considering if you already know you want a more enclosed community.
That might be a family accustomed to a gated community, a business owner who values privacy, a golf enthusiast or a couple deliberately choosing quiet over urban activity. The neighborhood suits people for whom doing most daily errands on foot is not essential. Having a car here is a natural part of the lifestyle rather than an inconvenience.
Who is Costa del Este right for?
Costa del Este is the most versatile of the three options. It makes particular sense for families with children, professionals working for international companies and people who want a modern residential neighborhood without separating themselves entirely from urban amenities.
It is easy to find both large family apartments and more compact, modern homes here. It is important, however, to choose carefully within Costa del Este itself. The neighborhood is large, and life near Town Center will feel different from life in a more distant residential area.
Who is Avenida Balboa right for?
Avenida Balboa makes sense for someone who enjoys the city center.
A couple without young children, an entrepreneur, a professional with frequent meetings in central districts or someone used to walking every day may find more freedom here than in Santa Maria. The main advantages are the Cinta Costera, the central location and a sense of genuine city life. The trade-offs are traffic, noise and less privacy.
There is no single best neighborhood among the three
Buyers often ask, “Where would you buy for yourself?” But that question is of little use.
A parent with two children who need to be taken to school every morning and a couple who work remotely and want to walk to dinner in the evening can buy equally priced apartments and be completely happy in different parts of Panama City.
Santa Maria stands out for privacy and space. Costa del Este excels in its combination of family and urban amenities. Avenida Balboa offers a central location and a lifestyle closer to the familiar rhythm of a big city.
